Several new promotions, senior appointments, and retirements were recently announced by Gen. Francis Allen, Vice Chief of the Defence Staff. The announcement was made on behalf of the Chief of the Defence Staff General Eyre.

The following are the latest promotions, senior appointments, and retirements:

  • MGen. I.S. Huddleston will be appointed Commander 1 Canadian Air Division in Winnipeg, replacing MGen. E.J. Kenny.
  • RAdm. R.L.Patterson will be appointed to a new position as Director General Culture Change in Ottawa, replacing RAdm. L. Cassivi.
  • Commodore C.A. Robinson was promoted to Rear-Admiral and appointed Commander Maritime Forces Pacific, in Esquimalt, replacing VAdm. A.I. Topshee;
  • MGen. M.H. St.-Louis will be appointed Commander and Canadian Defence Adviser, Canadian Defence Liaison Staff in Washington DC, replacing MGen. P. Ormsby.
  • RAdm. C.F. Sutherland was appointed Acting Deputy Commander Military Personnel Command and Assistant Chief of Military Personnel in Ottawa.
  • RAdm. S.M. Waddell will be appointed Deputy Commander Royal Canadian Navy in Ottawa, replacing RAdm. C.F. Sutherland.
  • BGen. J.J. Alexander will be appointed Commander 2 Canadian Air Division in Winnipeg, replacing BGen. D.P. O’Reilly.
  • BGen. T.M. Arsenault will be appointed Deputy Chief of Staff Operations, Canadian Joint Operations Command in Ottawa, replacing BGen. R. Pelletier.
  • Commodore L. Carosielli will be promoted rear-admiral and appointed Chief of Staff Assistant Deputy Minister (Information Management) in Ottawa, replacing MGen. A.R. Jayne.
  • Commodore D.A. Charlebois will be promoted acting while so employed rear-admiral and appointed Director General Future Ship Capability in Ottawa, replacing RAdm. C.P.Donovan.
  • BGen. P.F.A. Demers will be appointed Director General Army Capability Development in Ottawa, replacing BGen. C.C. Ayotte.
  • BGen. P.J. Doyle will be appointed Deputy Commander 1 Canadian Air Division in Winnipeg, replacing BGen. M.W. Goulden.
  • BGen. J.W. Errington will be appointed Director General Plans, Strategic Joint Staff, in Ottawa, replacing BGen. E.D. Simoneau.
  • BGen. M.W. Goulden will be appointed Director General Air and Space Readiness in Ottawa, replacing BGen J.J. Alexander.
  • BGen. S.G. Graham will be appointed Commander 3rd Canadian Division in Edmonton, replacing BGen. W.H. Fletcher.
  • BGen. C.A. Heilman will be appointed to a new position as Chief of Staff Operations, Chief Professional Conduct and Culture in Ottawa.
  • BGen. J. Major will be appointed Commander 4th Canadian Division in Toronto, replacing BGen. P.K. Scott.
  • BGen. D.E. Molstad will be promoted Major-General and appointed Deputy Commander Canadian Joint Operations Command in Ottawa, replacing MGen. W.F.Seymour.
  • BGen. D.P. O Reilly will be appointed Chief of Staff to the Chief of the Defence Staff in Ottawa, replacing BGen. D.O.Quinn.
  • Commodore D.J. Pathell will be promoted Acting While so Employed Rear-Admiral and appointed Vice Commander United States 2nd Fleet, in Norfolk VA, replacing RAdm. S.M.Waddell.
  • BGen. R. Pelletier will be promoted Major-General and appointed Commander Canadian Army Doctrine and Training Centre in Kingston.
  • BGen. P.J. Peyton will be promoted to Major-General and appointed Chief Force Development in Ottawa, replacing LGen. S.R. Kelsey.
  • BGen. R.T. Ritchie will be appointed Chief of Staff to the Vice Chief of the Defence Staff in Ottawa, replacing BGen. J.A.D. Abboud.
  • BGen. P.K. Scott will be promoted Major-General and appointed Chief of Staff, Canadian Joint Operations Command, in Ottawa, replacing MGen. I.S. Huddleston.
  • BGen. E.D. Simoneau will be promoted Major-General appointed Chief of Staff Chief Professional Conduct and Culture, in Ottawa, replacing RAdm. R. L. Patterson.
  • BGen. G.R. Smith was promoted Major-General and appointed Director General International Security Policy in Ottawa.
  • BGen. J.D. Smyth was appointed Director General Strategic Effects and Readiness, Strategic Joint Staff in Ottawa, replacing BGen. D.E. Molstad.
  • BGen. J.G.S. Tardif will be appointed Deputy Commander Canadian Army Doctrine and Training Centre, in Kingston, replacing BGen. M. Campbell.
  • BGen. Trudeau was reappointed to a two-year term as the Canadian Forces Provost Marshal, while the recommendations from the report of the third Independent Review Authority to the Minister of National Defence are being implemented.
  • Capt. (Navy) J.J.L.D. Bouchard will be promoted Commodore and appointed Commander Canadian Armed Forces Transition Group in Ottawa, replacing BGen. D.J. Cross.
  • Capt. (Navy) K.H. Coffee will be promoted acting while so employed Commodore and appointed Director General Maritime Equipment Program Management, in Ottawa, replacing Cmdre. L. Carosielli.
  • Capt. (Navy) R.M. Dagenais will be promoted acting while so employed Commodore and appointed in a new position as Director General Financial Management in Ottawa.

  • Col. D.R. Parsons will be promoted acting while so employed Brigadier-General and appointed Commander and Defence Advisor at the High Commission of Canada, in London, England, replacing BGen. P.J.Doyle.
  • Col. P.H.G.H. Robichaud will be promoted Brigadier-General and appointed Task Force Commander Operation Proteus in Jerusalem, replacing BGen. S.G. Graham.
  • Col. L.W. Rutland was promoted Brigadier-General and appointed Commander Joint Task Fore Impact in Iraq, replacing Been. T.M. Arsenault.
  • Col. R.T. Strickland will be promoted Brigadier-General and appointed Commandant Canadian Forces College in Toronto, repaying BGen. J.W. Errington.
  • Col. R.L. Scott was promoted Brigadier-General and appointed to a new position as Director General External Reviews Implementation Secretariat in Ottawa.
  • Capt. (Navy) J.R.M. Thibault will be promoted acting while so employed Commodore and appointed Project Manager Canadian Surface Combatant Project in Ottawa, replacing Cmdre. R.C. Gray.
  • Col. E.M. Vandenberg was promoted acting while so employed Brigadier-General and appointed Director General Intelligence Enterprise in Ottawa, replacing BGen. G.R.Smith.
  • Col. D.R. Yarker will be promoted Brigadier-General and appointed Director General Information Management Operations in Ottawa, replacing BGen. D.J. Lambert.

Promoted from acting while so employed to substantive rank were the following general officers and flag officers:

  • LGen. S.R. Kelsey was promoted substantive in rank and remained appointed as Deputy Commander Allied Joint Force Command Naples.
  • MGen. J.G.M. Bilodeau was promoted substantive in rank and remained appointed as Surgeon-General.
  • BGen. R. Perreault was promoted substantive in rank and remained appointed as Director General Public Affairs.
  • Cmdre. J.P. Olivier was promoted substantive in rank and remained appointed as Director General Professional Conduct and Development.
