On June 1, 2023, General Wayne Eyre, the Chief of the Defence Staff, declared the second Lieutenant-General/Vice-Admiral promotion of the year 2023.
• Major-General B.F. Frawley has been advanced to the rank of Lieutenant-General and will be designated as the Deputy Commander of the North American Aerospace Defense Command (NORAD) in Colorado Springs, Colorado. He will be replacing Lieutenant-General A.J.P. Pelletier, who will be retiring from the Canadian Armed Forces.
NORAD is a joint military command responsible for the surveillance and control of aerospace and maritime activities in Canada and the United States. It serves as a vital aspect of Canada’s defense partnership with the United States and offers both nations enhanced continental security that would not be achievable individually.
The NORAD Deputy Commander provides support to the NORAD Commander in executing the command’s missions. As a binational command, the position of the NORAD Deputy Commander is endorsed by both Canada and the United States.

Moreover, the promotion candidate undergoes an interview conducted by a third-party external to the Department of National Defence and CAF. This interview focuses on personal experiences, self-awareness, past challenges, failures, and achievements.
