On December 9, 2025, Telesat announced a new strategic partnership with the Government of Canada and MDA Space that will propel the Canadian Armed Forces (CAF) into a new era of secure, resilient Arctic satellite communications.

For a country defined by its northern geography, the ability to command, control, and communicate across remote and extreme environments is essential. Through this partnership, Telesat—one of the world’s most seasoned satellite operators—will help deliver a next-generation, multi-frequency military satellite communications (MILSATCOM) architecture under the Enhanced Satellite Communications Project – Polar (ESCP-P). The goal: equip Canada with the kind of narrowband and wideband capability that enhances Arctic sovereignty, strengthens NORAD operations, and reinforces NATO commitments.

Telesat enters this agreement with deep heritage behind it—more than half a century of satellite engineering and operations experience. That foundation makes the company a natural fit for a mission as consequential as ESCP-P, which requires both technological ingenuity and proven reliability in harsh northern environments.

For decades, the Canadian Armed Forces have depended on Telesat systems for mission-critical Arctic communications. The new MILSATCOM design builds on that legacy, delivering purpose-built capabilities for a modern strategic landscape where advanced threats demand resilient, multi-layered connectivity.

The newly established Defence Investment Agency (DIA)—created to reform procurement for complex defence projects—is leading the acquisition using a strategic partner model. This approach brings government and industry into tighter alignment from design to deployment, accelerating timelines and ensuring clearer accountability throughout the life of the program.

The partnership agreement itself is the result of extensive industry engagement, including rigorous RFI submissions that demonstrated Telesat’s capabilities and reinforced government confidence in its track record. The message is clear: Canada intends to move decisively and collaboratively on critical defence technologies.

Central to this economic impact is Canada’s Industrial and Technological Benefits (ITB) Policy, which ensures that major defence procurements deliver real, measurable value to Canadians. Under ESCP-P, the ITB framework will:

  • Support participation from small and medium-sized enterprises
  • Expand research and development in space technologies

By applying ITBs to ESCP-P, Canada is ensuring that national security investments also fuel long-term industrial capability—positioning the country as a leader in advanced satellite systems and Arctic operations.
