When Canada takes on complex defence programs, the spotlight often shines on steel, ships, and submarines. But behind the scenes, equally important is the work that ensures those projects deliver lasting value for the nation’s economy and industries. That’s the focus of a new partnership between Babcock Canada and NyRad Inc.—a collaboration designed to anchor economic opportunity to the Canadian Patrol Submarine Project (CPSP).
Babcock Canada, long established as the country’s trusted partner in submarine sustainment, has named NyRad as its Industrial and Technological Benefits (ITB) consultancy of record for CPSP. It’s a strategic alignment that pairs Babcock’s deep in-service support (ISS) experience with NyRad’s expertise in maximizing economic returns for Canada.
“This partnership strengthens our ability to maximize Canadian economic outcomes on CPSP,” said Tony March, CEO, Babcock Canada Inc. “With NyRad’s expertise complementing our proven record in submarine sustainment, we are building a truly sovereign Canadian solution that delivers lasting industrial and economic benefits.”
A Legacy of Impact
Babcock’s track record in Canada is already formidable. For more than 17 years, the company has served as the prime contractor for the Victoria In-Service Support Contract (VISSC). That work has generated over $3.2 billion in GDP impact while sustaining nearly 2,500 Canadian jobs annually—more than half in high-demand STEM fields.
Equally important, Babcock has cultivated Canada’s only industry-led submarine sustainment capability. That includes a network of over 450 suppliers across the country and significant contributions from small and medium-sized enterprises (SMEs). Through VISSC, SMEs have seen $235 million in GDP impact, bolstered by more than 60 ITB investments that have sparked over 30 product development projects and delivered upwards of $400 million in economic benefits.
NyRad’s Role: Strategy Meets Substance
Enter NyRad, a consultancy with an unparalleled record in ITB and Value Proposition (VP) strategy. Having been involved in nearly every major federal defence procurement since the VP framework was introduced, the firm has unique insights into how Canada measures and maximizes industrial benefits.
By bringing NyRad’s knowledge into the fold, Babcock ensures its CPSP offering doesn’t just deliver on submarines—it aligns directly with Canada’s economic, industrial, and innovation goals. Together, the companies will strengthen a supply chain that supports sovereignty, resilience, and prosperity well beyond the life of the program.
“We are proud to strengthen our longstanding relationship with Babcock,” said Leigha Cotton, Managing Partner, NyRad Inc. “CPSP is a generational program for Canada, and our role is to ensure it drives meaningful impact for Canadian industry, communities, and the highly skilled marine workforce that underpins Canada’s sovereignty in submarine sustainment.”
Stephanie Batstone, Managing Partner, NyRad Inc., added: “Babcock has already demonstrated how submarine sustainment can be a national asset. Together, we will help ensure CPSP extends that legacy; delivering a robust Canadian supply chain, advancing Canadian innovation, and creating resilient economic opportunities across Canada.”
A Vision for the Future
As Canada invests in a new submarine fleet, the partnership between Babcock and NyRad demonstrates that the Canadian Patrol Submarine Project is not only about defending the nation at sea. It’s also about securing economic growth on land—fortifying domestic industries, empowering STEM careers, and ensuring Canadian innovation thrives for decades to come.
