In a new development for Canadian Forces Base (CFB) Kingston, a new facility for the 21 Electronic Warfare Regiment (21 EW Regt) has been announced. Mark Gerretsen, Member of Parliament for Kingston and the Islands, representing the Honourable Bill Blair, Minister of National Defence, made the announcement January 13, 2025. The occasion was marked with a groundbreaking ceremony that officially kicked off the construction of the state-of-the-art building.

“This new facility will enhance the Canadian Armed Forces’ electronic warfare capability, at home and abroad. The project not only modernizes our infrastructure and enhances our capabilities, it also supports 150 local jobs – an investment in both our Armed Forces and Canadian workers,” explained the Honourable Bill Blair, Minister of National Defence.

The design contract for the project has been awarded to Colbourne & Kembel Architects Inc., a Kingston-based firm. The construction phase of the project is expected to generate approximately 150 jobs locally, contributing positively to the region’s economy.

The upcoming facility, with a budget of $98 million, will span 8,350 square meters. It aims to centralize various units within CFB Kingston into a single, secure compound. This consolidation is expected to enhance operational efficiency and foster better collaboration among the regiment’s squadrons. The two-story structure will house new classrooms and administrative offices, providing the necessary infrastructure for improved training and operational planning.

“This new facility represents a critical investment in the future of the Canadian Armed Forces. By strengthening our electronic warfare capabilities, we are better equipped to meet the demands of the modern security environment. This project not only enhances our security but also delivers meaningful economic benefits by supporting local jobs and contributing to economic growth in Kingston,” expressed Mark Gerretsen, Member of Parliament for Kingston and the Islands.

Set to become operational in 2028, the new building will significantly enhance the regiment’s capabilities. It will support the training and deployment of electronic warfare personnel, manage and maintain the unit’s equipment, and offer comprehensive support for electronic warfare operations.

The 21 EW Regt, which includes both Reserve and Regular Force members, plays a crucial role in providing tactical electronic warfare support to Canadian Armed Forces (CAF) operations. Their responsibilities encompass intercepting and analyzing foreign communications, handling radio, satellite, and broadband technology, and contributing to reconnaissance and surveillance efforts.

This new facility marks a pivotal step forward in strengthening the regiment’s operational effectiveness and readiness, ensuring they are well-equipped to handle the demands of modern electronic warfare.
