Canada and Norway are expanding their defence partnership into one of the most critical domains of modern security: space.
On March 14, 2026, in Oslo, Canada’s Minister of National Defence, the Honourable David J. McGuinty, and Norway’s Minister of Defence, Tore O. Sandvik, signed a Letter of Intent to deepen bilateral cooperation in the space domain. The signing took place during Minister McGuinty’s visit to Norway alongside Prime Minister Mark Carney, where Canadian and Norwegian leaders met to strengthen partnerships related to Arctic and space security.
The agreement builds on the two countries’ long-standing defence relationship and reflects the growing importance of space capabilities in supporting national and collective defence.
Strengthening Arctic and Allied Security
As NATO allies and Arctic nations, Canada and Norway share strategic interests in maintaining security and stability in northern regions. Space-based technologies play an increasingly vital role in supporting operations across the Arctic, enabling communications, navigation, and situational awareness in remote environments.
The new Letter of Intent establishes a framework for expanded collaboration across several key areas, including policy, intelligence, research and development, capabilities, and industry engagement. A central focus of the partnership is advancing Arctic security and strengthening sovereign defence capabilities.
The agreement also builds on existing cooperation through the Combined Space Operations Initiative, a partnership of ten like-minded spacefaring nations working together to improve interoperability, resilience, and freedom of action in space in support of military operations.
Collaboration in an Emerging Domain
Both Canada and Norway have advanced space sectors and growing defence industries, positioning them well to deepen collaboration in technology development and operational capabilities.
By strengthening ties between government, research institutions, and industry, the partnership aims to enhance innovation while ensuring the armed forces of both countries remain prepared to operate effectively in the evolving space domain.
As Minister McGuinty noted:
“Canada and Norway share a strong and enduring partnership as NATO Allies and Arctic nations. By signing this Letter of Intent, we are strengthening our cooperation in the space domain, which is an increasingly important area for defence and security. Working together will help our armed forces remain ready and resilient while advancing innovation and collaboration between our two countries.”
The Letter of Intent marks another step in deepening cooperation between the two Arctic allies as they continue to strengthen defence collaboration both on Earth and in space.
